Kosciusko County Jail Information


The Kosciusko County Jail is a 286 bed, state of the art pre-trial detention facility. It operates under the control of the Kosciusko County Sheriff. Along with pre-trial inmates, we house sentenced inmates, inmates waiting transport to the Department of Corrections and inmates from other agencies. We operate 24 hours a day, 7 days a week, with a staff of 24 officers working 3 shifts to secure environment to all offenders housed at the Jail. The Jail maintains a professionalism in it's service through policy, training and safe practices. With the amount of responsibilities that are tied in with operating a Jail, there are certain rules and regulations that have been written in order to maintain safe and orderly operation. The following are common questions that have been encountered, the goal is to help you stay informed with the rules and regulations while a relative or friend is incarcerated.

How long will my (friend,relative) be in jail?
It depends, generally if a person is arrested without a warrant they can stay in jail for up to 48 hours. After that, if they have not been to an initial hearing then we release them on their Own Recognance with a promise to appear on a court date that we issue them. However, if the inmate has made an appearance before the court before the 48 hours is over then they will be remanded back into custody and have to pay bail before they are released.

My friend or family has been sentenced to Department of Corrections, what can they take down with them?
A list of items that the Department of Corrections has approved can be downloaded here.
This comes from D.O.C., the Kosciusko County Jail does not dictate what an inmate can or cannot take down with them.

Can you give an inmate a message?
Only emergency messages (death, fatal illness) will be passed to an inmate. Emergency messages will be verified before they are passed. If you have a question whether the message qualifies to be passed to an inmate, the Shift Supervisor will be able to tell you.

When will my loved one/friend go to court?
You can call 574-265-2226 / 2227 or 574-265-2201 / 2202 / 2203, if the inmate has been to court prior and has recieved a court date on that charge the booking officer will be able to tell you when the court date is if booking has recieved the court paperwork. If the inmate has not been to court prior and has recently been arrested, we will know approximately 10-15 minutes before their appearance in court. Misdemeanor court are Tuesdays and Fridays, felony court are on Mondays and Thursdays.

Can I call an inmate?
No, inmates cannot receive calls. However, they usually have telephone access (collect call, commissary bought phone card) in their blocks from 8:00 a.m. to 10:00 p.m.

I recieved a call from an inmate at your jail, can you find out who it is?
No, Unfortunately with approximately 22 phones and 150-200 inmates at any given time, it is nearly impossible for us to determine who just placed a call.

Calls from your jail are blocked at my phone, what do I do to be able to accept them?

You can call EVERCOM, the company that manages our inmate phone system. The number is 1-800-844-6591, they should be able to assist you with services regarding phone calls from this jail.

Where was an inmates vehicle towed?

No, but you can bring an inmates payrol check to be added to their commissary account.

Can I bring money for an inmate at the front window?
Yes, money to be place on an inmates commissary account can be dropped off at the front window of the Jail Division 24 hours a day, 7 days a week. The Jail will not accept loose change unless it is part of a specified amount of a bond. (example: Bond is $89.50)

 

What items are available on commissary ?
Inmates can purchase basic needs items on commissary. They can purchase most hygiene products, powdered drinks, snacks, underwear, t-shirts and socks. This is just a small list of items that the inmate can purchase. Inmates can purchase almost any necessity that they may need while incarcerated at the Kosciusko County Jail.

 

What if an inmate has no money?
Inmates who do not have any money on their account and are established as indigent, will recieve a indigent packet upon request at the first of the week. It contains stamped envelopes, a pencil, sheets of paper, soap, toothpaste, a comb and a toothbrush. Inmates will be debted $2.50 to their account to be paid upon recieving funds.

How do I post bond for someone?
You can bring the bond money to the front counter of the Sheriff's Department or send it in the form of a money order.

What are the types of bonds?
There are Cash Bonds and Surety Bonds. A cash bond is set mostly on misdemeanor (warrants and probable cause arrest) and civil cases (criminal and civil body attachments).  The option of utilizing a bonding service is not allowed in cash bonds.  The bond amount must be paid for the full amount. 
A Surety bond type is seen in felonies (warrants and probably cause arrest).  This bond allows the inmate to pay 10% of the total bond to a bondsman. They in turn will write a surety stating you will show up to court.  The subject has the option to pay the full surety amount or the 10% unless otherwise stated.  For example, if a bond is $20,000 surety the inmate will pay $2000.00 to a bonding agent or the inmate can pay $20,000 cash and get out without a bonding agent.  If the bond states $20,000 surety only, then they cannot pay the full amount in cash and bond out.

What happens to the bond money?
Cash bonds, the money paid for this type of bond goes into an escrow account with the County Clerks’ Office and stays there until the case is done.  At that point the option is given to the defendant whether they would like the cash bond applied to any fines, court cost or restitution (if found guilty) or if they would like the check sent to the address the court has on record (applies either case, guilty or not guilty).
Surety bonds paid to a bonding agent does not get returned, the inmate will lose that money.  If you sign for a surety bond on an imate, if that inmate fails to appear you may be responisble for the full amount of the bond.

Can an inmate be released on his own recognance?
Yes,This type applies if the inmate has arrested for any probably cause arrest from any officer on the street and has remained incarcerated for forty-eight (48) hours without an initial hearing.  Exceptions to the forty-eight (48) hour rule are:

  1. Body Attachments – Civil/Criminal
  2. Failure to Appear
  3. Failure to Comply – cost/fines
  4. Probation/Parole Violation
  5. Non-Support
  6. Any type of warrant

The inmate may also O.R. if they have returned from court and the courts have deemed that there has been a showing of good cause, to alter or revoke the bond in the court which the charge is pending and they have agreed to release the inmate.

When or what time can I bond someone?
Bonding hours for all inmates are set between the hours of 8:00 a.m. to 10:00 p.m. for any day of the week, this includes holidays and weekends.

Why is the bond so high?
The amount for bonds are set by the Judge of that court. The Sheriff's Department and Jail have no control over the amount a bond is for a charge or a warrant.

Do you accept checks for bonds?
We do not accept personal or two party checks. We can accept the check if the check is a payrol check from the inmates place of employment. They can sign the check over to the jail and have it deposited into their commissary account to be used for bond money. We also accept certified cashiers checks made out to the inmate to be deposited into their commissary account.

What is the $5.00 additional fee for?
The additional fee is for a state law on "Death Benefit Fund". This money is used to assist the families of officers killed in the line of duty.

Visitation - View a complete list of visitation rules here.

When can I visit?
Visits are 30 minutes long for two inmates at a time per block and are done using a video visitation set up. All visits will end at the stated end time, regardless of when they were started.


Inmates with the last names beginning with the letters A-M will be on Tuesdays from 1:00 p.m. to 4:00 p.m. and Saturdays from 5:30 p.m. to 8:30.p.m.

Inmates with the last names beginning with the letters N-Z will be on Tuesdays from 5:30 p.m. to 8:30 p.m. and Saturdays from 1:00 p.m. to 4:00 p.m.

My friend/relative just got arrested, can I visit with them?
Initially, persons that are arrested are placed in holding for a minimum of 48 hours. Durinig this time, they are not allowed to get visits. Once they have been moved to population you may visit on visitation days as long as you are on the inmates visitation list and have a photo ID.

Anyone that is on the visitation list. Up to four people may visit at one time.

My name isn't on the visitation list, can I still visit my relative/friend?
No, you will be turned away at the window if your name is not on the visitation list. Inmates have the opportunity to change their visitation list at the beginning of each month.

Why does my friend/relative only recieve a limited amount of visits per month?
The jail operates on a classification system. The higher class an inmate is, the less priveledges they recieve. Visits being one of them.

Do trustees get visits?
Yes, trustee visitation times are seperated according to assignment.
Sundays
Kitchen and maintenance trustees visit are from 1:00 p.m. to 2:00 p.m.
Floor and work detail visits are from 2:00 p.m. to 3:00 p.m.

Wednesdays
Kitchen and maintenance trustees visit are from 6:00 p.m. to 7:00 p.m.
Floor and work detail visits are from 7:00 p.m. to 8:00 p.m.

Can I bring anything in during a trustee visit?
You can only bring hygiene items, clothing, blankets and pillows for new trustees only. No food or drink is allowed to be brought in from the outside

Medical

Will my friend/relative get their medication?
All current medications that are brought to the jail will be approved or disapproved by Jail Medical Staff. For more information call the Jail Nurse from the hours of 7:00 a.m. - 3:00 p.m. Monday through Friday at 574-265-2230.

Can I bring medications to the jail?
Yes, as long as they are in a current prescription bottle with the inmates name and there are not pills mixed within the bottles, as stated above all medication will be approved for dispersion through the medical staff. Over-the-counter medications will not be accepted.

Yes, inmates pay a $15.00 co-pay for medication.

What do I do if I have a concern for a friend or family member's medical or psychological welfare?
Naturally the well being of our inmates is a great concern to the Kosciusko County Jail. If you have a concern regarding medical or psychological situation call and talk to the Jail Nurse or the Jail Commander, 574-265-2226 / 2227

The Kosciusko County Sheriff's Department takes this type of situation very seriously. If you recieve a call from a relative/friend and you get the distinct impression that they have plans to hurt themselve, immediately call the Jail at 574-265-2226 / 2227 and speak with an officer or the shift supervisor.

Can my friend/relative see a dentist/doctor?
Yes, the dentist and doctor are scheduled to come in once a week to treat inmates who may be having medical or dental issues. Inmates must fill out a sick-call slip requesting to see the doctor or dentist, these are offered during morning passing of medications by the Jail Nurse.

Work Release

Who is authorized for work release?
Offenders who have been sentence for offenses that are not a violent or sexual offense,domestic battery or have been sentenced to the Department of Corrections are able to qualify for the chance to be accepted at the Work Release Center.

How can my friend/relative get on the work release program?
As long as the Court and Prosecuting Attorney do not object and they meet the criteria mentioned above along with being able to pass a drug screen, have a job or the ability to get one within a few days and you must have a home phone number. At this point, they meet the qaulifications to be able to have a chance or interview for Work Release. Understand, that even though persons may meet the criteria, acceptance at the Kosciusko County Work Release Center is not gauranteed and applicants are taken on a case by case basis.

Do work release inmates get visits?
Yes, on Sundays they can have visits if they not able to take pass. A pass is a granted priveledge to leave the Work Release Center and go home from 12:00 p.m. to 6:00 p.m. In order to be able to have a pass, the inmate must have a home phone that is a land line not a cell phone. Also, the inmate may not go home if their residence is not in a bordering county.

Can females be on work release?
Yes, female work release is housed at the Kosciusko County Jail. To qualify the inmate must be county time sentenced (not sentenced to Department of Corrections) and the Court has no objection. county time and court authorization. discrection of the female work release director.
